Taking as an example the recent oil spill in the Gulf of Mexico. What are the best proactive and reactive actions that are necessary to be taken?

Regarding oil spills the best proactive action would be to use less oil and oil derived products like plastics, which would decrease the need to drill (Gulf of Mexico Oil Spill) for oil, and transport oil (Exxon valdez & co.).
